Help? 06 Sportster 4TEC - Water Leak by Heat Exchanger!

2006 Sea Doo Sportster 4TEC
The heat exchanger pipe that extrudes thru the hull on the port side seems to leak some water around it, way more than acceptable. Have put some sealant around that pipe but only on the topside or on the inside hull. No coolant in the incoming water, definitely coming from lake water. The hose attached to it, seems OK, no splits or cracks, water just bubbles up around the pipe that is sticking up thru the hull which is part of the heat exchanger. The hose clamps are tight holding the hose from the engine to that pipe. The detail in the manual has NO gasket shown in this area, topside or underside the hull. Help with any suggestions? The boat runs just fantastic!

Note that the hull is not shown in this picture or cross section of closed water cooling system (2006 Sea Doo Sportster 4TEC). In this picture, on lower left side, but the upper hose which does go thru the hull (not shown) is the one that leaks into the engine compartment.
