Have issue with rpm going up and down

I have a 97 gtx . It runs steady once on take off it will get up go but it will slow down eventually.Then start go fast the slow down and it does not stop . I thinking it might be the carbs .But not to sure asking for some advice .Any help out here .Also where can I get the lil rubber mat for floor

go thru the carbs and replace the grey fuel lines with lines from o'reilleys, autozone...
