Typical fuel delivery issues:
As FritoB said, if you have the old gray lines, you may have some blockage in the filters/carbs. Regardless if that is the issue, you need to replace those and do a full fuel system cleaning (tank, replace lines, clean/rebuild carbs, clean fuel selector, filters)
Maybe you have replaced fuel lines...you could still have blockage due to dirt in fuel. There is a filter at the bottom of the fuel sending unit (baffle) that sits in the tank, filters in carbs, and filter/water separator under the hood.
You may have a small leak in your fuel system and is letting enough pressure escape to cause you some fuel delivery issues. This could be the O-ring on your water separator/filter, gas cap not sealing, crack in tank, etc. You can do a pressure test on your fuel system to check this out.
You could have a badly tuned carb.
You may just need new plugs.
These are what I can think of off the top of my head when it comes to fuel delivery issues.
Since your machine seems to run ok when warm, your fuel delivery may be ok and you just have one of those machines that is always gonna be hard to start. In that case, you could replace the choke with a primer kit. Instead of "choking" off the air, you inject fuel into the cylinders with the primer kit. They are pretty cheap and not all that hard to install.
