GT Starting problems

I have a 1990 Sea-doo GT Completely rebuilt engine. I just rebuilt the carbs also. I have to hold the throttle wide open to start it. Once on the water it has a slight surge @ full throttle, it does not do this all the time.
Any suggestions would be greatly appreciated.

You rebuilt the carb, but did you properly tune it? This could very well be the problem.
