gas gas go?

I have a 96 GTX that I got from a buddy who does a lot of tradin. He had no idea what the past history of the machine is, but said he tried it and it ran but not good. I got it last winter and just let it set in garage. This spring I checked the compression and 1 cyl was 90 and the other was 130. Here is what I have done since-

Sent both cyls to Fullbore to be bored and got platinum WSM pistons.
Cleaned carbs set low needle to 1 turn open (thats where it was)
Removed grey lines
added napa fuel filter to main line into carbs
SBT reman impeller
New wear ring
Cleaned RAVES
oil injection block off
Re-checked compression both cyls 130

The ski starts and idles fine, but when you give it full throttle it goes great until it hits 5000 rpm. Then it just stays there almost like some kind of governor. If you let off the throttle and then snap it back to full throttle it will take off to 7000RPM and run great until you get below 4000 RPM then you have to do the throttle snap again. It takes off every time you do the throttle snap. My top speed is around 54ish.

I think I need to open the low speed needles a little, but am not sure. Or maybe the raves arent opening and the quick throttle snap opens them up?

What do you guys think?
 
sounds either your raves arent opening or your water regulator is malfunctioning.

Pull the seat off, go hit water, with the caps from the raves off, wrap the throttle, see if they're opening. If not, theres the prob, if so, then, time to pull W.R. off, and have a look.
 
I forgot when I was cleaning the RAVES I screwed the red cap in until it was flush with the cap per the manuel. I bet if I back them off like they were I bet it would work. I can't test till the weekend. I know how to test the RAVES, but if it's not them is there any way to test the RV ass? Should I just take it apart and clean?
 
The red deal in the middle the manuel said it should be flush with the black cap. On mine the red was past the cap so I screwed it in. I think that put more pressure on the spring so now it only opens properly with the sudden full throttle, but that is just a guess.
 
the red dots need to be bottomed out. The watrer regulator needs to be flush with cap
 
What do I need to look for in the WR? Am I way off base with adjusting the red caps out or is it possible this is the problem?
 
it can/will contribute to a/the problem. With caps flush/higher than housing, for the raves, the valves are opening under light exhaust pressure, so no "torque" at bottom end. The water regulator, is bottomed out, will have a hard time/not at all, re-direct water, going to the tuned pipe, and into the muffler, which the result would be, low/max rpms around 5-6k rpms.
 
I took the caps off the RAVES and they move up and down smooth and easy so I dont think they are the problem. Took the W/R apart and found what I think are extra pieces cant find them in the manuel or parts break down. In between the spring and the belows there are 3 washers. Looks like someone put them in there to make the spring have more pressure. I'll take them out and adjust the valve. I'm a little confused though the maunuel says to screw the red part all the way in and back it out 3 turns. I have double checked my manuel that I downloaded from here and it says the red plastic knob should be equal to the valve cover on the RAVES.
