is there suposed to be a valve in the vent that screws on out side of boat

Not quite sure what you mean... There is no valve that you "manually" manipulate, but there is a vent valve that is attached to your fuel baffle system, then you have one that is attached to the tank itself, venting outside. They are one way check valves. One of them has a 1 psi pressure setting on it, in the event your tank builds up pressure. The reason they vent outside is to minimize explosion hazards...

reason i asked is mine someone has broke out the center piece and its free flow in and out theres no check valve in it
