2000 RX, carbed, extra small line after rebuild. help

I rebuilt the engine and it is running great. Found this line, NOT attached. It ends near the battery. I have been looking for hours and can't find a place for it. The line is 14 or so...and looks like oil was in it. I blew in it and it's not a vent...or clogged. Sucked on it and got nothing ( insert your jokes here_____________). Anyone?

What does the other end connect to?
Typically it would be the battery vent but it should be open to the outside of the hull.
