Fuel Pump Baffle Question

Hey everyone. Wanted to bounce this off someone who maybe knows: I'm having an issue with engine bogging when I turn. This is in my custom boat with a wide custom fuel tank (that has baffles) but on turns, the engine still bogs. I'm pretty sure this is because it's all sloshing to 1 side. This only happens when I have half a tank or less, so full tank = no problems. If while bogging I increase throttle, the bog gets worse, but going to Idle fixes it. After a moment of idling, I can rev it out to max RPM and keep cruising (In a straight line) until I make another sharp turn.

I was under the impression that the aluminum cylinder that the fuel pump lives in acts as its own baffle. I know there is a rubber 1-way valve at the bottom. Is this true? Should the pump never be starved of fuel on turns? It's possible something may have happened to my pump as I had to modify the baffle to make it shorter. I just want to know if the aluminum cylinder is supposed to act as a baffle before I go in there and take it apart.
