Flooding from bellows and possible cavatation

Hello all recently replaced alot on my 96 spx. When i first bought it i took it out on the water and when i gunned it the ski acted like it wanted to go but would take about 10 seconds to plane out and go. The next day took it out again this time when i gunned it would rev up then cut off. I rebuilt the carbs replaced gaskets new spark plugs fuel lines. Took it out again and did the same thing as the first time i took it out but this time i came back and looked into the engine and noticed water comming from the bellows. I visually checked the wear ring and impellor and both were good. FINNALY MY QUESTION: obviously i need to change out my bellows and carbon ring and neoprene seal should i go ahead and replace wear ring to make sure??? Thanks for taking the time to read .
 
If the clearance between the impeller and wear ring is greater than the thickness of a dime yes
