Engine won't rev past 5000 rpm at full throtle

I took out my 96 challenger single 787. Ran a little rough first 10 mins but then ran great for 45 mins at full speed. Shut it down for hour or so to swim. Started back up and ran fine for 10 mins. Then after going to idle it would not rev back up. It would only go up to 5,000 rpm at full throttle had to limp it back 6 miles to the ramp at 10 to 15 mph. Engine isnt miss fireing just won't rev all the way up. Need help I'm new to this. Starts right up every time.
 
Sorry I just recently purchased boat. It ran fine the 2 other times iv taken it out. The throttle cable was one of my first thoughts since the engine is running just not full power. Are the rave valves a serviceable part or should they be replaced.

Thanks this looks fairly easy to manage. I have no knowledge when it comes to boats or any water craft but I can turn a wrench on a car so I should be able to handle this. I just bought a shop manual for this thing. Is there a common problem with the throttle cable that I could look for? I plan on going through it this week and cleaning the carbs and such.
 
Through more searching I read something about a water regulator. Is that the round thing on the muffler by the back of the boat? Mine is spraying water out of it into the boat which I am assuming is bad. Could that be part of my problem?
 
Took water regulator apart bellows had a small hole in it and the clip that holds the bellows to the valve was completley rusted away. There was also a small stone or something in the male adapter that holds the regulator to the resonator. Ordered new bellows and clip and am going to attempt to rebuild it.
