drain tube for deck on 95 speedster

well the drain hose by my fuel cutoff switch on my 95 speedster isn't draining out unless i put force water thru it 1st. any suggestions? once i fill the deck back up with water it wont flow again till i put more forced water back thru it like i said before.

It might be plugged try using a piece of wire to open it up.
