The battery might be low and need a charge, the starters may just be clicking from low volts...test to see if its at 12v. If not take the battery out & charge it. One thing to remember here is, never try to jump start your battery or charge it while its connected to the boat...at some point it WILL fry your mpem.

I did test for 12 v looks ok there I am going to they to take of cover and see if I can free things up thanks
