cutting out / surging problem

I have a 95 speedster, problem started with rpms @ 6800 then would cut down to 5500, back and forth back and forth. if I didnt go over 4500-5500 rpms it would not cut out. but now it has gotten worse, it wont go over 5000-6000 rpms at all. my other engine runs perfect. my compression is 145-148. having 2 engines I have switched alot of parts from one engine to the other.

switched carbs

switched fuel lines (and selector valves) also new inline filters and fuel lines

switched coils

switched rectifiers

new plugs

switched (ECM)

water flow is good with no restrictions

no exhaust restrictions or leaks



I have narrowed it down to the engine itself, can the magneto or anything behind the flywheel be bad giving me the problems I am having? I'm not sure how to go about testing or what values to test for. Can anyone tell me what steps I should take next?
 
I just had a similar problem with my challenger. I just found out that my magneto screws backed out and my magneto rotor was wobbling around. One screw also got loose and tore up my stator. I had been through everything before I found it.

Trust me, take the time to check it.
 
lilngineer, I'll do that! I have been over everything TWICE-THREE TIMES!!! and I mean everything. I have narrowed it down to the engine
