Cost of top end rebuild

I think it is time to bite the bullet and take my 1997 Speedster and its 2
717's to the shop. I'm thinking new rings, over-size cylinders, and hone out the sleeves, maybe have to replace them..............no clue. Anyone out there care to hazard a guess as to time involved and possible labor cost? I realize labor varies according to talent and region, but a range would be great.

I'm not proud of it, but the motors have probably been totally under water 10 times in the last 6 yrs. Each time I've gotten them pumped out and going again, but they're going downhill. Compression is 100 in each cylinder, and lately they have been oil fouling plugs after about 15 mintutes runtime at WOT. Starting is balky and smokey. Local guy at the auto parts place sez trouble is probably related to low compression, so that's why I'm thinking this is what I need. Also, yesterday I think I sheared a woodruff key because I heard funky clunk noise, followed by a starter that makes a nice turning sound, but the motor she no turn over...........oops!

possible, the low compression is reason of fouling plugs, but also, a leaky inner seal/s and/or rotary valve seal can be culprit too. May think about "complete" rebuild assy...pistons, crank..etc.
