Changing jet pump oil and speedometer troubleshooting

Hi all. I have a couple questions about caring for my 1994 GTX. First question is about changing the oil in the jet pump. I hear a lot about being careful not to damage the o-ring. Why not just take out the oil plug, let the oil bleed out, then fill it back up. I realize some of the old oil will be left in the cone, but this would not only save time but also reduce the worries about damaging the o-ring and also loosing a good seal. Has anyone ever tried this method? I'm not one to be lazy on maintenance, so if pulling the cone is a necessity, I have no problems doing it. Second question is about my speedometer- it doesn't work. Are there any simple tests that can be done to troubleshoot what needs to be repaired and/or replaced? Spinner wheel moves freely and all connections look good. Thanks in advance.
