buying a 2003 GTI with some problems!

Found a super clean GTI for sale pretty cheap. Its very very clean. He said it turns over but will not start. If he takes the plugs out it turns over very fast but it spits water. Sounds like a pretty easy head gasket and O-ring replacement. Any thoughts on this? He knows nothing about it and if I can get it for the right price. I know the 97's pretty good, but the 2003 I have never messed with.
 
When is it spitting water why is water in the engine?? Is he turning on the hose before it starts? The cyl may be cracked from freezing and water is getting in that way you would have to take a good look at it to see if it's something you want to be putting your money into
 
I have a 2003 GTI. 717 motor single carb. Lots of room to work inside the hull should you ever need to. It doesnt have tons of power but my daughters have no problem tubing with it. Super stable even at higher speeds.
 
I don't have one, but a Lake friend has one, and I have ridden it. A very stable ski, good acceleration out of the hole, a little slower than my 96. It's you fathers Oldsmobile. Not real exciting but a good ride. Also very trouble free, he bought it new and has never been back to the Dealer.

He also leaves it in the water, all summer.
