Buy a new buzzer and no sound...

Buy a new buzzer and when and installed no sound when i put the key. Verify the voltage in the connector and the multimeter read like 3v. Any suggestion??

Does ski start? While motor running, pull temp sensor wire off and touch to a head bolt to ground the wire. This should sound the buzzer.
