Sportster revs when testing in drive while running with water hose. Out on the water bogs down under power, any advise?

Have you gone thru the fuel system? Have you rebuilt the carbs? Give us a little history of the boat.

New to me boat, bad cavitation, replaced wear ring impeller, replaced carbon ring and bellows assembly, boat started and reved great in driveway, checked for leaks . At lake pulled front end and felt strong for 45 seconds and started bogging, looked in engine compartment and found pin hole in tune pipe, water was shooting on the prongs on top of the stator, wonder if that was the bogging? just welded that up and ready to try again .

The fuel system being spot on for a 2 stroke is paramount. The carbs need to be rebuilt with genuine mikuni kits, new needle and seats, fuel strainer(s) and fuel selector(s). You should also do a compression test. These are just a few of the most basic things on any nee to you Seadoo. If not, you'll run the good risk of killing an engine. We see a lot of failures due to poor fuel systems. Running the boat out of water means nothing, they all run great with no load on the impeller. All the stuff you're doing is great, previous owners always neglect the boats and we're all fixing that so we have great toys for the water. If you scroll thru the forums you'll see the same thing repeated over and over.
