I would first check the fuses to make sure everything is ok there if thats not the problem I'd pull the blower from the engine bay and test it manual.
Its not that hard to fix, or replace..... Just gotta get in there and find out

IF both the blower and the bildge are bad, it would probably cost you about 50 bucks to replace them. 30 for the blower, and 20 for the bildge. They are a piece of cake to install and take out, you could probably do it in an hour. But the chances of them both being bad are slim, I would imagine that the fuses are bad, or a lose wire somewhere along the way. Pice of cake.
its more then likely a fuse.... My 96 sportster setup for 6 yrs before I bought it and the changed a few fuses and all accessories worked fine..
Start there..... always check the easiest things first.....
