99 Gti power loss in water

Just bought my first ski.99 Seadoo Gti,Has been rebuilt.On the trailer it revs up quick and sounds great.Once i put it int the water it revs up slowly and I can only get it to 10mph.What could be causing this?Any help would be greatly appreciated.JD

Not high at all.It doesnt rev anything like it does out of the water.New to the jetskis.Dont have a tach.Guessing 3000?in the water and maybe 6 out.

Got it going,I took out the plugs and "dry ran" it and put new plugs in.The guy I got it from would turn the waterhose on before the engine.Looked in the manual and saw that was a big NO NO.Guess water was backed up in engine.
