99 GTI fuel line draining?

Every time I cold start my 99 GTI, it takes about 30 secs of turning over before the engine sputters and starts right up. I acts like the fuel is draining out of the line and turning it over pumps gas back through to start. I thought it might be a bad check valve but read that it is only to prevent gas from leaking out in an event of turning over in water. Probably a simple fix but I am no mechanic. TY!!
 
It can also be a leaking needle and seat flooding the engine.

Make sure your fuel system doesn't have air leaks too. The tank should hold about 3-5 psi.
 
If this only happens in the morning after sitting all night just pull the choke. All watercraft do this after sitting all night, it’s 100% normal.
 
I've had the GTI for about 2 years. I normally choke it for a few seconds then it starts right up. It just started doing this few months ago (last fall). I just got it ready for this season and still doing it. Now I choke it for a least 30 sec maybe a minute (acts like no gas) then finally starts up. TY.
 
Check the rubber gasket in the water separator.
Also try running a fuel line from the reserve on the sending unit directly to the carb and see if that improves it.
