99 GTI Bombardier

I have a 99 GTI Bombardier. There is a clear (dry) tube coming from gas tank or oil tank. I can't see where it originates. The tube is not attached to anything in the engine compartment. My question, should it be?

Is it small, like the diameter of a pencil? Does it land near the battery? If so, it's you're battery vent line.
