99 GTI Bombardier

I have a 99 GTI Bombardier. There is a clear (dry) tube coming from gas tank or oil tank. I can't see where it originates. The tube is not attached to anything in the engine compartment. My question, should it be?

If it is a clear tube about 1/4" diameter that is your battery vent tube for flooded batteries. If you have a sealed AGM battery it is not needed.
