99 gsx does not want to idle & low top end rpms

guys, i ned help, i just picked up this ski after being in storage yard for 3 years, when it went in, it ran like crap, they said the fixed it, my brother (the brain child that he is) dceided to abandon the ski @ the dealer instead of paying for it. i took it over from him & now it is my headache.
ok, when I got it home, it would not run, i drained the fuel, raplaced w/new, & new plugs, got it running real nice in my driveway on the hose. nice top end sound, nice idle.
I put it in the water on friday & it ran great, although I noticed no speedo or trim & the new battery was dead after sitting for 2 weeks also i do not think the bilge is working.
I charged the battery before launching it on friday & she again started fine.
ok, so friday it ran like a top, saturday comes around & she is having a hard time starting & once started, you have to play w/the throttle to keep it from stalling out. then top end will not go over 4800 rpms. I read something about rave valves, I will check those btu also saw some posts on filters in the carbs. if those have to come out, how the hell do you do that? the exhaust manifold has several mother f'er alen bolts to get out. I was originally planning on pulling th ecarbs b4 in my driveway b4 the launch but it was running so well I decided against it. now the ski is @ the lake house & I will have to work on it in the water, oh joy. also I have the grey fuel lines which I also saw a post about. I also saw a post which talked about the rectifier causing a low rpm problem,
there are too many different directions to go in & I am real frustrated.
any help would be much appreciated.
I really bought a problem child this time.

one more thing, I left hte oil in the tank that was there from 3 years ago, any thing wrong with that?
 
drain ALL fluids to start... replace fuel lines with some black ones from auto zone remove carbs... pull them apart you WILL come across the thimble sized filters when you pull off the sides of the carbs, replace selector switch (on, off, res) they usually gumm up... if your still not running right test rectifier, the fuel lines have to be redone thats why i would start with this problem first... and i reccomend pullin her outta the water for all this, its not hard work, but its also not fun... you'll want to have a free workspace!!! good luck
 
oh yea that exhaust is'nt really that bad 8" extension and some good 6mm hex adapters will do the trick, just did 2 gtx's this weekend one with the surging problem.... hope this fixes her issue, have not gotten me new oil tank gromets yet so have not had a chance to fire them up!!!! if it doesnt do the trick ill test the rectifier!
