98 XP LTD trying to remove head pipe

Im trying to get to my carbs on a 98 XP LTD and think I need to remove the head pipe. Problem is there's one bolt on the underside of the head pipe and I can't figure out how to get to it. Won't take a socket, end wrench, or anything else that I can see. It looks like it's only a "horse-shoe" shaped bracket, but I think I should loosen it and I'm leary of pulling too hard on my motor to break it free without some advice from the forum. Anyone???

Buy this tool and leave the pipe on to remove the carbs.
