98 sporster 18 boggs and stalls

hey I have 98 seadoo sportster 1800. when I accelerate slow my driver side motor boggs at 3000 - 3500 rpms but when I ease up on throttle rpms shoot back up. also after decelerating from full throtel motor stalls. it starts right back up and runs like a champ but this is annoying. I allready replaced spark plugs and I can't find a rave valve. I think its the carb but wanted to make sure before I do my first rebuild. can anyone inlighten me.
 
717's do not have raves or water regulators. Have you noticed any moisture in the separator filter when you do your pre-ride dump-out? A carb re-build or cleaning is a
good idea. Open the high energy box and see if you have any corrosion or moisture
in there. It sounds like could be a bad ground on dess post connector.
