98 GTX Limited LOW RPMS

Ski only reaches 6200 rpm and 52 mph when in water. If I spin the ski around and the pump looses prime then it will tach 7000 rpm as it should. So I figured water regulator. Replaced and got no change. Also I have cleaned RAVEs, All fuel filters, and fuel selector. Any ideas??? This is my first PWC so I am learning as I go. Any help would be appreciated. Thanks...... could be the solenoid for the raves. Mess with the dial adjustments on both raves and regulator, also.

I have played with bothe the RAVEs and the regulator adjustment. As far as the solenoid I havent touched. The RAVEs open at 4500 rpm though. Would the solenoid not allow them to open all the way?
