97 XP No power

I have a strange problem with my 97 XP:
It starts up no problem but slow to ramp up to 50 mph. Once I stop and gas it again it only gets up to 40 mph. Slowly drops power down to idle.
I'll start it up again the next day and it get to 50 mph slowly but then losses power.

The plugs look oil fouled. Any suggestions on where to start?
 
I always start by doing a compression test just because...If you still have gray fuel lines you need to replace them. The deteriorate on the inside and clog the carbs. You also need to clean the carbs too. Use carb cleaner to clean all the passages too. Have you also installed new Spark Plugs...use NGK BR8ES gaped to .021 to .024".

I ordered the parts this morning and will give it a try this weekend. The technician I spoke to mentioned that there have been a higher occurance of PWC engine issues recently because of the levels of ethanol in the gas. Gasoline deterioration is more prevalent in the presence of ethanol. Ethanol also has an affinity to water as it is an alcohol base.

There must be some decent additives out there.
 
Bought a carb kit and spent the weekend replacing all filters, o-rings, and gaskets. Changed the gas and oil filter. Installed new plugs. Even bought 2 new RAVE valves.
Put it in the water and same problem. I'm at a bit of a lost. Strange performance on water. Low speed (around 30 mph) but when I jumped it out of the water the motor would rev up and I'd get up to 40 mph.

Not sure what my next steps are. I would appreciate any advice.
 
Robert, Lets start with basics...whats the compression? NGK BR8ES spark plugs gaped to .021-.024" ? What oil are you using? Have you checked the oil pump alignment marks? Fresh fuel? If all is good check to see if the Jet Pump is working freely...not a bad bearing...
