'97 spx carb/fuel line question

I have rebuilt the carbs once already and was having some issues with it bogging out of the hole from an idle but once up on plane it ran like a champ. pulled the carbs back apart to find out I had two different springs in each carb. also, I have only run the jet ski about 3-4 hours of run time since I rebuilt the carbs and there was already black sticky stuff on the fuel filters and in the fuel return lines. any idea what this black stuff is and what i should do to fix the issue? I have taken the gas tank out and completely flushed it and put brand new fuel in it. thanks!
 
I replaced all of the fuel lines from the tank all the way back. set the low speed needles to factory spec and tried to take it out again and it still bogs a little when going from an idle to half or more throttle for a few seconds. I haven't gotten to check the plugs yet but it is also hard to start without cracking the throttle a few times while it turns over. how lean can you go on the low speed needles without causing problems? I don't know the POP off pressure in each carb off the top of my head but both springs are the same weight. I have blown carb cleaner through every jet and hole for fuel in each carb. thanks!
