'97 Speedster - 717 - No Throttle Control

The starboard engine works fine, but the port engine jumps up to 3500 RPM immediately when started. The throttle has no control, although I've verified that the linkage is moving the throttle on the carb. When I open the throttle all the way it sounds like the butterfly opens all the way because, while the engine doesn't change speed, it does have the normal "throaty" sound of a carburetor when it is wide open. This thing worked great last Sunday, but I changed the spark plugs and, when I went to test run it, started doing this.

I'm new to both the forums and jet boats. Any ideas?
 
I don't understand it, but I took the boat out to the lake, dropped it in the water, and it worked like a champ. It makes me a bit nervous, but it is running great (knock on drift wood).
