97 gtx low power

I have a 97 gtx that does not want to rev above 5000 rpm. it acts like it is starving for fuel. I can let off the throttle all the way and then punch it to full throttle then it will take off and rev to 7000 most of the time. it runs fine at part throttle. it just started doing this today. this is the first time it has been on the water since the 28th of june. After reading some of the other posts I am leaning toward the fuel lines causing the problem.does anyone have any other suggestions?
