97 GTI Surges at 90-100 throttle

Hi folks, Newby here.. ski starts and run at under 80% throttle fine.. once you go over it will run smooth for about 20-30 seconds then starts to surge from say 80% to 100% bac and fourth... like it is not getting enough gas.. I am thinking maybe the internal fuel filter in the carb is dirty.. any thoughts? Thanks.

If it is a fast surg,surg,surg,surg,surg,surg it is probly the revlimiter. If it is a slow surg,,,surg,,,surg,,,surg,,,surg,,,surg it is probly fuel related. I hope that this makes some sort of sence. :cheers:
