97 GTI no thrust high whine noise

My 97 GTI while riding at 25 mph stopped almost all propulsion and had a high whining noise. Pulled out of water and inspected as good as a non mechanical type can and do not see any forign objects in impeller area. Only get 1-3% propulsion even with moderate RPM and still have this odd sound. Any ideas. It is almost as if the impeller is no longer connected to the shaft and is only spinning due to light friction.

It may be the bearings in the jet pump. Pull pump, pull impeller, and inspect.
