97 Gsx no crarnk.new fully charged battery I have 2 beeps gauges will power up on start button and I have power on yellow with red wire to relay also have ground on black wire to relay although I'm only reading 11.5 volts on relay power wire when pressing start button. Is this enough to energize relay

Yes it is enough, you should hear it loudly click as the coil in the solenoid closes the large poles. If it ever got wet, there's a chance it's internally rusted and locked up.
