97 GSX, no beep, no start...UPDATE

Yesterday I picked up a 97 GSX project ski. It hasnt been run this season and was only run once last year, or at least thats what the last owner told me. The battery was shot. We jumped the starter so I could do a compression test, 185 per cylinder. Today I was doing some work on it. Took the battery out, charged it, its holding a charge now. I put the brand new battery from my 96 SPI in to see if I could get it to turn over. When I put the lanyard on I get no beeps, nothing. My battery is new and shows excellent voltage. Can someone point me in a direction of where I need to be looking to troubleshoot this. Im assuming this is the correct lanyard for the ski and Im hoping the MPEM isnt dead. Anyway to bypass the DESS???

Is there a fuse somewhere that could stop power from getting to the ski? I checked the fuses up front and they are all good. Battery is brand new. Still get no beeps when the lanyard is attached.
 
check the two fuses in the rear electrical box. if they are good try to jump the silinoid. if it dosent turn over that way then check all of the connections on the starter. or you may need a new starter. i have a 96 and sometimes it beeps sometimes it dosen't but it still starts without the beeps prolly just a short to the beeper.
 
Ok. Ive got full power now. Get the beeps when I put the lanyard on. Will not crank. It will attempt, starter will click once and then nothing. Battery is fully charged, even tried the one out of my SPI, same deal. Previous owner said he rebuilt the starter, cleaned all the connection on the starter. Negative end on the starter side looks a lil corroaded so Ill prolly replace that end tomorrow. Cranks over super fast with no plugs but with plugs in I just get that one clunk and then nothing. What could that be caused by? The cylinders did have oil in them when I got the ski, it had sat for about a year and a half. I have gotten it to a point where very very little oil comes out of the cylinders when I crank it without the plugs.
 
Rotary valve timing could be off. they have a brass gear on the rotary valve that can strip and it throws the timing off. or it can be a weak starter
