97 challenger issue

boat ran great all last season has rebuilt carbs and pump , winterized it and wrapped it . just took it out this year and started it on trailer fires right up, revs out to 6300 no problem.. went to the river today and when its in the water it wont rev above 3500rpm going about 7mph. pull it out back on the tralior and it revs back out anyone have any ideas????

Make sure the reverse bucket is moving all the way up.
Make sure there are no critters living in Your jet pump.

3500 RPM is the magic number. Your neutral safety switch is stuck. (or bad)
