97 Challenger 787: no spark after rebuilt engine install

So two years ago, my engine quit. Last year, i had it rebuilt by Seadoo Engine Shop out of PA. Fast forward to now.

I assembled the engine accesories per the shop manual and got it sitting in the boat. Everything to my knowledge hooked up properly and ready to go. I attemped to start it, and no dice. I found there was no spark. So far i have replaced my stator, trigger coil, and ignition coil and still there is no spark. When i attach the lanyard, i get two beeps. In diagnostic mode, i get no beeps. No fuses are blown, but i replaced them all for good measure. As of now, my results on my multi meter are:

Trigger coil: 254ohm
Ign. primary: 1.1ohm
Ign. secondary(at wires, no boots): 15.1k ohm
no juice at the white wire on the coil with lanyard attached, around 2-3V while cranking the engine with the starter.
Battery is good and fully charged

To my understanding, 1.1ohm on the coil is high. Should be around 0.6. I replaced it because i was getting a reading of 1.6 on the old one, now the new OEM one is high, too.

I am leaning towards one of two things to be bad. Either I missed something while intalling the engine, or my mpem is no good. Install is pretty straight forward, but the engine was out of the boat for over a year, so I may have forgotten and missed something. Are there any commonly overlooked things to hook up?

Any tips or input would be appreciated.
 
did you separate the Mag cup from the flywheel when disassembling the blown motor? maybe you installed the cup in the wrong position...

maybe retrace your steps again...
 
I did seperate them and reinstalled it improperly at first, but that has been corrected. I lined up the hole in the flywheel with the right side of one of the protruding parts on the cup.
 
Hmmm...New trigger coil, new stator, new ignition coil, two beeps, engine will turn over, mag cup installed correctly...
Try unscrewing the spark plug caps on the spark plug wires, then cut the spark plug wire back about 1/4" and reinstall the plug caps.

The new ignition coil came with wires, so they shouldn't be the problem. I actually haven't put boots on them yet, I've been looking for spark through the multi meter probing the wire.

Thanks for the input so far, guys. As you can see from my join date on 5/10 and this being my first post, I'm an avid user of the search function, this one has just got me stumped!
