97 challenger 5000-5500 flat spot

Finally got to the lake today for the first knee boarding with this machine.
Cleaned and redid the raves couples of weeks ago and seemed ok except for the 5000-5500 range. It seems to have no throttle response there, escpecially with a knee boarder in tow. You can let off the throttle and crack it again and it does ok for 2-3 minute and then same old non response. This makes it difficult to maintain a steady speed. It runs out good at 5600-6500. The idle also seems a bit high around 2100, what / how is the best way to address these issues?
 
If you had the RAVES apart, and it's OK everywhere else... I would say to turn the RAVE adjusting screws in. They are probably opening too soon, and you are loosing torque.

Do these springs tend to lose tension over the years?

I know with the GM 604 crate engines the valve springs are a problem being turned 5800-6200 constantly.

I tried adjusting the tension when they were redone, and really could not see a big difference between all the way in and all the way out 1-3 turns at a time.

Seems better hole shots all the way in; which I think I left them; hmm

I procured another set the other day still with the red bellows and have the new kit for them to have as a spare; just wondering about replacing the springs.
