97 chalenger 1 moter running ruff

left moter hard to start and now it will not go over 4000 rpms right moter at 6800 at the same time.
looked under the carb cover looks like a little water
the same day it ran like s*** i added seafoam thinking it was the carb
the right moter had carb work last year and runs great
please any ideas i need some help. dont want to spend the big money taken it to a dealer.

not a carb cover to the slide

the 2 black covers on top of moter with water build up, oil injecter i guess still learning first year with boat

rave valves had h2o in the cap

not sure if thats the problem with the boat but the other moter had none
