96XP acceleration problem, possible rev limiter problem

New here, read many posts and have a list of things to check but here is where I am at. Ski has been sitting for years but it started and ran. Idles good but wont accelerate smoothly to WOT. However, after I got it past the dead zone it blasts off and ran without missing a beat for about 1/2 an hour. Figured it was carbs so I rebuilt them but the problem is the same with an added issue. Now it seems the rev limiter might be kicking in. Today I could not get it to run WOT for more than 100 yards. It will run a consistant RPM banging out I call it and idle fine. I got it to accellerate a time or two and it is strong till it goes to banging out. My fuel light is on with the tank full, would this cause the rev limiter to engage?

-It appears the fuel lines are new but I will check the fuel selector.
-I will chedkthe tightness on all the fuel lines
-Sounds like the rave valve might be an issue and I will look at it but honestly I do not know what I am looking at.

-Does this sound like the rev limiter or fuel related?
-Can I disconnect the rev limiter to eliminate it as a cause? I do not know what it sounds like when one engauges.

rev limiter has nothing to do with fuel light. and no rev limiter doesnt sound like the issue. usually a fuel issue, but check rave valves anyway.

Fixed the fuel gauge issue, all the fuel lines are tight and clear, the fuel screen at bottom of sender tube is clean, the fuel selector is good, the tank vent is clear and the check valve is working.

Someone told me to look at the low speed jets and needle adjustment. When I rebuilt the carbs they were 3 1/2 turns out (and I put them back there) and he says that might be the problem. I could not get the high speed needles out (they appear to be jb welded in?). I did not worry about them since it runs great WOT when you can get it there.

Is there a rule of thumb for Rave valve adjustment? I read somewhere to adjust the red caps flush with the black tops, on all three? How do I check to make sure they are good?
