96 xp hit rev limiter sometimes, sometimes not

I have a 96 xp and when you first run it it may run good for 3 or 4 miutes or so then its like it hits a rev limiter. you can kill it and restart it and it wil take off great but after 5 or 6 seconds it does the same thing. it may do that for two or three times and it may do it 20 or so then it will run great for a while and start acting up again. when it is running right it runs great and idles good. this is my first jet ski so i am new to these things. i have only had it for about 6 months or so. any help will be greatly appreciated. Does the machine have a tach to verify actual rpm?

What actually rpm sis hitting the rev limiter?

No the ski does not have a tach on it. i cant be sure of the exact rpm without a tach but the motor sounds like it is the same rpm every time.
