96 speedster 45 top speed?

hey guys new here,

i just got a 96 speedster from my girl friend that they have had in the family since new. it hasn't run since 2004 when her mom passed away. so i replaced all the gas, spark plugs, batteries and fuel filters greased it up and hit the start button as soon as it pulled fuel in to the engines it kicked right over no problems i was amazed!!! but we took it out on the water and her whole family said they had it going 70 with one person in it. i was topping out at 45 at 7000 rpm and i also noticed that there wasn't really any difference in speed between half throttle and full throttle any ideas would be great
 
What kind of compression is the engine putting out? it should be ideally 150 Psi per cylinder. Also if it just revs up to max rpm and doesn't go too fast it might be the wear ring in the impeller.

Here is some info;

Compression Check

You'll need a compression tester. Go to Auto Zone. I think they sell for like $25.00. The compression gage, will screw in the cylinder head in place of the spark plugs. To test compression, remove the spark plugs. Place spark plug caps on the plug cap studs near the cylinder head to ground the empty caps. This completes the circuit of the ignition electrical system and prevents any electrical problems from the caps being un grounded. Using the correct adapter for the threaded end of the tester,( same length of the spark plug threads length)screw in the tester in one plug hole. Hold the throttle wide open. Push the start button. Watch the compression gauge, when it peaks out at the most compression, let go the start button. Read the psi number. I would do it 3 times to be sure it is accurate. Check all the cylinders the same way. The ideal compression is 150 psi per cylinder. If it is less, it's not a problem as long as they are close to being the same. If the psi is less than 90 it might need be time for a tear down and a rebuild. If the psi in 1 cylinder is say 140 psi and the other is 80 psi you need to tear down and repair. This difference is a lot then there is a problem. The ratio of difference is 10% difference between cylinder readings. I hope this helps you.

If you can see a lot of light around the impeller, in the jet pump it might need replacing. Here is the specs on that also;
Wear Ring clearance for your seadoo 1.0 mm or (.040in) Measure the clearance at the center of the impeller blades, with a 12” long gauge. Measure the clearance from the venturi side of the jet pump.

i will check the compression next weekend when i get back up to camp i have a compression tester so i can test that. i don't think that it is the impeller or the ware ring because they said that they didn't have this issue when they winterized it 6 years ago but with it not being used that shouldn't degrade the ware ring will it? also i had been told that it could be that a seal on the drive shaft could be gone and therefore it is sucking in air around the drive shaft if that is the case how do i test and replace?
