96 seadoo speedster won't turn over.

I recently purchased a used speedster. I have replaced the batteries but neither motor will turn over. I can hear a small click when I push the starter buttons, but nothing else. I have jumped both motors across the solinoids and both motors will spin, but not fire. I bypassed the neutral switch thinking it may be bad, but still no go. Could the problem be with the DSS safety switch? I haven't figured out how to test that yet.

Sounds like the starter relays are bad.
