96 GTX Not Starting newbe here

I got a couple of jet skis from a guy in a deal so i don't know much about it. But i am having problems starting it. When I push the start button the engine sounds like it has a dead battery but the battery is brand new and fully charged. So just to see I pulled both spark plugs out to see if the motor would in fact turn over and it does and sounds like any motor with out spark plugs in it. But with either spark plug installed the motor will not turn over. When I was turning the motor over without the spark plugs installed one of the cylinders shot fuel/oil mix out the other did not. i am not sure if that means anything or not. I am not sure how much more money I am looking to put into the jet-ski so I am trying to do a lot of the work myself so any help or suggestions are appreciated. Thank you!
 
If there was a lot of oil coming out that one side hold it wide open and crank till it stops...stick a finger in there and get it to spray.

If its still a problem you prob have a rotten ground cable.
 
Someone else had suggested a problem with the timing of the rotary valves? Any truth to that? And has anyone ever tried to set the timing? How difficult is it to set? And am i able to do it myself?
