96 GTX Has me baffled

I just rebuilt the motor and it runs great except it will not go out of the hole. When starting the motor revs fine and it sits and spins until it reaches 15 mph. Then it goes fine. It easily runs 50 MPH. As long as I keep it above 20 MPH all seems fine. I thought it must be something with the pump so I swapped it with a spare I had. Same thing no help. It must be cavitating, but why. Any ideas? This really has me baffled.

I would check the carbon ring both for alignment and wear, also are you sure the motor is in alignment with the drive shaft.

I guess you already checked the wear rings in both pumps.

I found a chip in the carbon seal. Is there anyway to change this with the motor in?
 
Pull the the collar back and remove the c-clip out then pull off the pump abd pull the drive shaft out and replace the carbon collar
