96 gti just bought it wasn't running right took it to shop new fuel lines oil lines, plugs carbs cleaned put it in water runs like crap still. Idle just fine comes up on plane then boggs What gives?

It's running out of fuel.

If it's been sitting, I'd say the main jet is plugged up, or there is a slight leak in the main check valve, and the diaphragm isn't filling completely at idle.

I'd say the carbs need to come back off, and they need re-cleaned, and verify that every passage is open.
