I have an idea in my head of building some sort of pump mechanism that pumps liquid through that chamber and has filters to capture the shavings as they come out. I'd use my old fuel pump from my fuel injected eclipse, some hose, and some sort of filter (and maybe some sort of basin that lets the particles settle). I'd design it so that the fluid that goes to the motor is clean/filtered. I'd run it both ways, from the bottom of block up, and up to down, as well as pulse the pump to loosen debris. I'd also rotate the crank slowly while it's pumping to uncover any stuff hidden in the gear at the bottom. It sounds far-fetched, and it is, but if I was faced with a similar problem... I'd try it. An old fuel pump wouldn't cost much at a junk yard, and you could get a cheap fuel filter anywhere. The question is what type of fluid would you run through there that wouldn't damage the seals...
