96 gti running about 80%

Ok so i have changed fuel lines, cleaned tank,replaced filters ,rebuilt carbs ,changed plugs i eliminated the fuel selector valve and replaced with a inline valve , cleaned check valves ,the ski will run about 3/4 throttle before trying to bog down and i have to have the choke pulled 1/4 out before it will go and it takes about a min before it clears and goes im going to pull the carbs again this week and clean anyone have any ideas?

Something in that carbs is still plugged up.

Take them apart, and blow threw everything with compressed air, and verify that everything is perfectly clear. Also verify the pop-off pressure.
