96 gti battery light trouble

I have a 96 GTI. Battery Light and Beeper will not go off. After checking rectifier and stator, which checked good, voltage out of rectifier to battery reads 12.7 at start and builds to 13.4. At rest battery reads 12.6. When key is on, battery light and beeper are continuous. I do not get the confirmation two beeps at all. Battery light immediately comes on with the beeper. My dad and I have exhausted every avenue we know of. Please Help!
 
Taking a shot here.....if the beeper is on continuous (ski is running - yes?, OR as soon as you attach the key? with ski not running?)...have you checked your Thermo sensor (tan wire)...could be shorted to ground.

The battery light ON indicating (12V low)?.....is your fuse (5 amp) OK in the mpem?

Ski running and not, battery 12v low light and beeper on. Comes on as soon as key is attached. Five amp fuse looks and checks good and battery voltage is at 12.8 with motor off key attached or not. Let me check Thermost sensor wire.
 
Checked thermo wire and it did have short to ground. Ran it all the way back to the gauge. Tested bad all the way and this was with wire off sensor. Where would the culprit short be? In the indicator gauge?
