96 Challenger carb setting's

From reading through some threads, am I understanding that the top screws on my carb's should be closed ( turned in) and the bottom should be 1 1/2 turns out for a starting point. I've been struggling with this 96 all summer, getting real close I hope! had carbs rebuilt and ran in water. Seem's to be boggy and tricky to get planed out. hit's 7,000 rpm and gets 40 MPH with 2 in it. This is a single engine boat. Although we had the high screws open during this. Hoping that our problem was related to having them open. Any thoughts? Thank's
